That was the path that was envisioned when the sandbox was created. At least that's the way I recall. It's the flip side of not having a release of a sandbox project. The sandbox is a whiteboard. Any jakarta committer can have access to the sandbox, to put up anything that might be interesting. A way of sharing some ideas before proposing a project. A way of garnering enough interest in a concept.
