[lang][patch] StopWatch: Proposed Patch

I propose we move the static formatElapsedTime method from DateUtils to the new StopWatch class. It seems more appropriate here. It is similar to the toString method of StopWatch but I think it deserves to live (just not in DateUtils.) What do you guys think?

If so, I will send the patch for StopWatch, DateUtils, DateUtilsTest and StopWatchTest. In a case like this, would you like to see all of these "patches" in one email entry? Or should they be separate?
