At this point what's in CVS does not differ much from NetComponents 1.3.8 and is stable code, so don't worry about it being "work in progress code" at this time. There is no proper release because the code is in the sandbox and sandbox projects are not allowed to make proper releases until they've been graduated out of the sandbox to the Commons.
