i was hoping that i might be able to persuade the reporter to submit a patch and maybe encourage them to patch up the rest of the xml stuff at the same time. i'd like to give the plan a little more time by marking this as LATER but i'd understand it if others thing this should be fixed.

i've commented on this enhancement request and i've assigned it to myself.
after a lot of thought, i think that adding this to ExtendedBaseRules just before a release is too risky. i'd like to mark this as LATER and then add this functionality after the release.
