Commons-logging-api.jar is 16K, which would increase our applet JAR size by 60+%. That's not acceptable for a system level service like logging.

Is commons-logging.jar's 20 odd K isn't that huge.

Also, commons-logging could move the implementations out into
commons-logging-impl.jar, or even one per underlying logging framework to
make that 25K smaller.
