Still bad. You parse the options for two times in BugTest.test15046, and this hides 
the bug. 
Remove the redundant line from BugTest.test15046 where you parse the options first 
(parser.parse(cliOptions, CLI_ARGS)). Then the exception will be raied as the reporter 
said.
