PoolableConnection.reallyClose() doesn't decrement active count

You are missing the point.

The user only has the connection to interact with, not the pool.

When a user does a PoolableConnection.close() IT interacts with the
pool which decrements the active count.

Likewise reallyClose() ALSO needs to interact with the pool and have it
decrement the count.  It doesn't.
