The developers for that component call a vote on moving it from sandbox to commons proper.
While I'm sure there's a page on the site about it, the basic criteria are that the project has community, appears to be following the Commons rules, like having a PROPOSAL.html and is making progress toward its goals. Some projects have gone to Commons-proper because the community was very vibrant, others have gone there because they were ready for a release.
