Well, I am translating the Jakarta-Commons site as well as other projects into Japanese (you can see at http://jakarta.terra-intl.com/commons/), and I am taking the statistics on this site. And, I found that the componentslist page had as many page views next to commons/index.html. Given that the translated site's statistics are also alike to the site's statistics in apache.org, I had come to the conclusion that "http://jakarta.apache.org/commons/components.html has as many page views next to http://jakarta.apache.org/commons/"; -- BTW, here's an useful information, Mike.
