I did not quite realize that you were talking about a bug in the URLCodec that I contributed to Commons Codec. Somehow I thought you were referring to the bug discovered by Odi. The bug is really ugly (my bad) and the fix is fairly straight-forward. It should have no side-effects on the code outside the URLCodec lcass. I trust the Codec folk will forgive us for committing the patch without their explicit permission. My +1 for committing the patch.
