I would like to suggest that we use 1.4 to /at least/ generate the Javadoc
if not also the byte codes. 

Having 1.2 as the minimum requirement is fine but it would be nice the
benefit from the current Javadoc features like the constant field values
page which I find very useful. 

There also have been plenty of other improvements and fixes to Javadoc which
would give a better public face to our work. 

I imagine that the 1.4 compiler would also create more efficient runtimes.
