I have written some javadoc for the Daemon api. I thought this was the best way
to  contribute it. Some notes:

1) The documented behaviour of Daemon.destroy() is what [EMAIL PROTECTED]
mentioned on the maillist and is not implemented in the current DaemonLoader

2) I have renamed DaemonController.reload() DaemonController.restart() as I
suggest in #23365

3) I have removed the all the DaemonController.fail() methods execpt the one
that takes an Exception since I thought that was a good idea :)
