A test case with EBCDIC encoding would make most sense, but EBCDIC is supported
by certain IBM JREs only. I'll try to think of something

I personally think the name is OK. URLFormCodec might sound a bit narrow, as URL
ecnoding is not used exclusively for encoding data from HTML forms.
