i'm now of the opinion that only current jakarta pmc members are entitled to cut official ASF releases.
That is not my understanding of the situation. The relevant PMC (the Jakarta
PMC in our case) must approve each release, but there is no restriction on who
is actually performing release manager duties.
that's i used to think that but my opinions changed. (i'd like to gracefully bow out of a discussion since i'm now trying to avoid ASF politics :)
