1. In project.xml the license has to come after the xml declaration, otherwise maven refuses to run
2. A couple of missing </li> in proposal.xml prevented "maven site" from working

Barring the need for major changes, I'm planning on posting a release candidate for this release on Wednesday (March 3, 2004) and calling for a release vote on it shortly thereafter.
