I also see it with Ant 1.6.1 on Win2K, Sun JDK 1.4.2_03. What I don't get is why there is a problem with "AS IS" but not with "License" further up. If I remove the quotes around "AS IS", it builds fine, although the quotes around "License" disappear in the resulting HTML.
