We have quoted this line for some time, however I am unclear as to where it
comes from. The commons charter does not rule out adding committers to work
in the sandbox as far as I can see. A low bar of entry seems like a positive
to me.
many senior ASF figures already think that jakarta in general and jakarta commons in particular set the barrier for committers very much too low but this is probably the last thing i want to say on this subject (i'm fed up of ASF politics).
