[lang][math] ArrayUtils.isRectangular

To check double[][] arguments in a few places in [math] to make sure that 
they are rectangular (i.e., all subarrays have the same length), we need 
an isRectangular(double[][]) method. Any interest in adding this to 
ArrayUtils in [lang]?

In any case, since we are nearing release in [math], I would like to put 
this and the currently homeless isStrictlyIncreasing (now private in 
PolynomialSplineFunction) into a new o.a.c.math.ArrayUtils class. Any 
objections to this?
