I think that someone had a good idea to suggest that if package X depends
upon package Y, and wants to ship a stripped down Y, it could put out its
own X-Y JAR file, which could be replaced by the full Y package.

That makes this a packaging issue (which it is), and preserves code sharing
at the source level.
