The problem you have is that in your project.properties you have :
maven.xdoc.jsl=../../../jakarta-commons/commons-build/commons-site.jsl
Maven doesn't find this file.
You must have something like :
maven.xdoc.jsl=../sandbox-build/commons-site.jsl
Or
maven.xdoc.jsl=${basedir}/../../jakarta-commons/commons-build/commons-site.jsl
It is the same thing in vfs !!
I think that the error message is a little bit incomprehensible :-)
