[VOTE] [beanutils] new release plan for beanutils 1.7.0

as outlined yesterday, the new plan is for a speedy service release 
which does not contain a large number of additional features or bug 
fixes. it will be released from a release branch. the plan is here: 
http://wiki.apache.org/jakarta-commons/BeanUtils/1_2e7_2e0ReleasePlan. 
i'll act as the release manager for this one.

here's my +1 for the new plan
this will be followed quickly by a bug fix/enhancements 1.7.1 release.
