Not quite. Please post the actual error message next time.
cvs server: failed to create lock directory for
`/home/cvs/jakarta-commons/chain' \
(/home/cvs/jakarta-commons/chain/#cvs.lock): Permission denied
indicated that the group write bit needed to be set on the directories.
