Because the link is to xmlio, but the CVS log you are doing is on i18n.
It works for me with pserver, and this: http://cvs.apache.org/viewcvs.cgi/jakarta-commons-sandbox/i18n/project.xml exists.
If you are seeing project.xml in the xmlio tree, your CVS directories may be screwed and have Repository set to i18n copied from another project.
What do you think is missing, i18n or xmlio?

Works for me:
$ cvs log project.xml
RCS file: /home/cvs/jakarta-commons-sandbox/i18n/project.xml,v
Working file: project.xml head: 1.8
branch:
locks: strict
access list:
symbolic names:
keyword substitution: kv
total revisions: 8; selected revisions: 8
description:

lines: +5 -5 Simplify project properties

...
OK, I used for some reason /home/cvspublic/... as CVSROOT in the office
and obviously /home/cvs/... at home. This at least explains possible
differences ...
Don't understand this anymore. At home I have also:
$ cvs log project.xml
RCS file: /home/cvspublic/jakarta-commons-sandbox/i18n/project.xml,v Working file: project.xml head: 1.8 branch: locks: strict access list: symbolic names: keyword substitution: kv total revisions: 8; selected revisions: 8 description: ---------------------------- revision 1.8 date: 2004/10/09 14:28:47; author: dflorey; state: Exp; lines: +5 -5 Simplify project properties ----------------------------
using the same root in the office, the project.* files are missing as anyone can see following th link above to viewcvs ...
Really confused now ...
