in the months since Betwixt 1.6 was released, an important bug has been
fixed and several useful features added. therefore, i'd like to propose
a 0.6.1 release and will volunteer to act as release manager. i've
added a preliminary outline plan to the wiki
(http://wiki.apache.org/jakarta-commons/Betwixt/0_2e6_2e1ReleasePlan).
