Per-user portlet preferences are part of the Portlet Specificiation
(JSR-168).  If you've not noticed, you might want to revisit the
specification.

That is precisely the purpose of portlet preferences, and there is a
standard for portlet preferences in the portlet specification, with room for
vendors to customize in some areas (such as IBM deciding that read-only
preferences can be modified by administrators when in their custom Configure
mode).  That specification is what Portlet developers should be using.
