I must confess that I've never thought deeply about this idea, so I'm sure that I am missing something in what you have in mind. But a key issue would be whether you can represent components from arbitrary third party JSF component libraries, without requiring the component developer to create a Jelly tag for each of their components.
See the ant tag-library for this. I think it has less than five classes.
I think, Jeff, your suggestion sounds very doable and may be very easy... consider sub-classing UseBeanTag.
