Definitely a bug, I'd not even bother to add yourself to the committer list if you didn't want to just commit away. Nice to add to bugzilla though and go through the motions so it can more easily appear in a release-notes. Especially if we're using the changes.xml bit.

I am not familiar with this class, but as a general rule, I would suggest that you either submit the class as an enhancement in Bugzilla, or add yourself to the committers list and commit it.
