I propose that we cut a 1.1 release of commons-math. There
have been a number of bug fixes and some significant
enhancements since 1.0.

The only open bug is

which I will fix by adding a TestUtils class with factory
methods to instantiate t and chi-square tests.

of hand-wringing, I will roll an RC including the enhancement
above and kick off a vote next week.
