I'm in favour and think commons is the right place to do it. This has
been on the table for a number of years (eg
http://ant.apache.org/ant2/actionlist.html#exec), it's just a matter of
getting some momentum, I think. Personally, I still don't have the time
right now as I have 2 other similar commons components to try and get
started on :)
In other projects I have been using plexus-utils' Commandline class
which is based on some similar code.

A combination of that and the Ant Exec tasks would be a very useful
standalone library, I believe. I would probably extend that to include
other handling that is dependant on the operating system.
