check out the gump CVS module, add a
<depend project="jakarta-servletapi-4"/> line to the commons-logging
descriptor in project/jakarta-commons.xml and commit.

Which is fine with Gump.

Is this property used for anything else? If not, what I mentioned
above should be enough. Otherwise you'd have to define the property
as well.
