The current version of FileChangedReloadingStrategy in SVN uses the configuration's URL to find the file to monitor: http://svn.apache.org/repos/asf/jakarta/commons/proper/configuration/trunk/src/java/org/apache/commons/configuration/reloading/FileChangedReloadingStrategy.java Please check with the newest sources.
