I hope to get around to this today. Both problems have been resolved. The problem with returning 0 was caused by a simple erroneous boundry value check. The poor accuracy for small cumulative probabilities was the result of a truncation error when performing 1.0 - verySmallProbability in certain circumstances. Of note, the performance for these routines is quite poor for large population sizes.
