Thats my memory as well - the main change being inheritance, plus a few bug fixes and deprecations being removed. Personally I haven't tried out inheritance, so I can't vouch for it - but releasing a beta might prompt a wider audience to give it a go. The main "hurdle"IMO to people moving or trying out validator 1.2 is going to be the fact that the deprecated arg0 - arg3 elements have been removed. If people are still using them, then they can't simply drop in their existing validation.xml file and give it a go.
