Not where I thought it was... Don posted it:

Can you duplicate that directory structure and name the file
commons-validator-SNAPSHOT.jar ? Then we'll just switch to using yours
instead of Don's.
Alternately, you could put it in the internal repository...

(Same directory structure:
commons-validator/jars/commons-validator-SNAPSHOT.jar )
