[validator] Commons Validator 1.2.0 beta test release

I've prepared a test release for Commons Validator 1.2.0 beta 1 at 
http://people.apache.org/~mrdon/commons-validator

Let me know if there are any problems, otherwise I'll start working on the 
official beta release.
