I'll mark this bug as LATER as we have to figure out what to do with this
dependency, maybe we can extract the encoding stuff from the http-client.
Just for you information the URL coding code has been factored out of HttpClient
and moved to Commons Codec. You may well consider using Commons Codec instead of
Commons HttpClient if the URL coding is the only reason for having HttpClient as
a mandatory dependency
