Releasing a limited distribution alpha sounds like a reasonable approach to me. If there is a chance that the public API will change between this release and the final, I would call it alpha, not beta. I would also keep the jar out of ibiblio / dist - just cvs.apache.org - to avoid potential conflicts / support issues down the road if the final has to change.
