Maven 1.0.2 fails for a different reason:

org.apache.commons.jelly.tags.fmt.FmtTagLibrary
at java.net.URLClassLoader$1.run(URLClassLoader.java:199)
at java.security.AccessController.doPrivileged(Native Method)
at java.net.URLClassLoader.findClass(URLClassLoader.java:187)
Which seems that commons-site.jsl requires the jelly fmt taglib which
isn't installed in maven102's lib directory by default.
