I would say this issue has been resolved. I brought in the latest commons-validator (1.3.0) into the struts app - replacing the older commons-validator version 1.1.4 that comes with Struts 1.2.9 (the latest at this time). However, I was able to validate a bad email address of [EMAIL PROTECTED] - but that may not be a problem as every possible TLD would have to be listed in a pattern and that wouldn't make it open for any future TLDs without a code change.
