Does the branch already exist? I see CLI_1_BRANCH which hasn't been
touched in almost a year and cli-1.0.x in svn.
cli 1.0.x is in:

the avalon code is in:
http://svn.apache.org/repos/asf/jakarta/commons/proper/cli/branches/avalon-implementation/
The other branches probably need to go away, but it'll take a while to
figure out why they were made.
