Resolution: Won't Fix
Generally we're trying to avoid getting any further into date/time code. It's a
bit of a sticky mess. Instead we point people towards JODA Time which goes much
further into sorting things out than Lang wants to go.
I'd recommend that you see if they have a feature like this and if not get
involved over there in adding something.
Please re-open if you disagree; and thanks for the suggestion/offer.
