Going through the (excellent, thanks Robert!) incubator IP clearance checklist <http://incubator.apache.org/ip-clearance/ip-clearance-template.html> for Luc's Mantissa contribution, I see that an acceptance VOTE is recommended. So let's do it. This has been previously discussed on a couple of threads:
