Binary builds not in Maven2 repo

It appears that Commons-launcher is not deployed to the Maven2 repo:
http://mirrors.ibiblio.org/pub/mirrors/maven2/commons-launcher/commons-launcher/
It looks like both version directories only contain javadoc jars.
I looked at other Jakarta commons projects for comparison and they all exist in
the repo in a similar fashion:
maven2/commons-<project>/commons-<project>/<version>/commons-<project>-<version>.jar
Additionally, it looks like Launcher v.1.2 isn't there at all.
