I'll put together a list of changes and call for a vote.
Great - the only thing from memory that I think we talked about before
that hasn't been done is adding a set of standard reports. The sandbox
pom has the following:
maven-javadoc-plugin
maven-jxr-plugin
maven-pmd-plugin
maven-surefire-report-plugin
cobertura-maven-plugin
jdepend-maven-plugin
taglist-maven-plugin
IMO we should at least include the jdepend, javadoc, surefire and jxr
reports to commons-parent.

That sounds reasonable to me.
I like the concept of trying out new plugins and configurations, either
in the sandbox or in an individual component, and then moving them to
commons-parent if they work well.
