This is not only a pain for OSS. Having to download all Java apis jars from Sun is painfull for any developper. They're not redistributable, and we have to live with this restriction.

Everybody will have to put it into his own local repo (or use a provate remote one). For OSS this is a pain. Even more if you actually try to run the tests with a 1.3 JRE.
