I put one together before. The plan was to release it together with
logging 1.1.1, but that sort of stalled. It's available in svn and all
that needs to be changed for the 1.1 release is currentVersion, from
1.1.1-SNAPSHOT to 1.1.

Generally people should just depend on the commons-logging and not
worry about the commons-logging-api.
I guess it's the same as the commons-logging pom, but without the
dependencies; so I'll get to work on that.
