I was kind of viewing this as a phase were the release kinks were
worked out, like publishing to the right dirs, getting the permissions
correct, and testing the snapshots with other projects. Then once we
decide to go for a release we just switch the version #.
I don't really care which way we go, but this is the way the maven
people recommend (and the ws commons-util project is doing it, and a
lot of other Apache projects). Sorry if I caused trouble.
