Section 4.2 of the ws-Policy Framework specification talks about Policy
identification. see : http://specs.xmlsoap.org/ws/2004/09/policy/ws-policy.pdf
for the latest version updfated March this year.
There is an attribute defined called Name of type xs:anyURI.This is in addition
to the wsu:Id attribute. I suggest we add getters and setters for this field to
the Policy object. I have a patch if this is agreed.
