Attachment: new_neethi.txt
in addition to the new normalization algorithum i developed this patch contains
the following.
1. An implementation for nested policy normalization. (XMLPrimitiveAssertion
supports this).
2. Implementation for intersect method.
3. Test cases for all new featues.
I tested with all test cases under test-resources directory except test cases
under base directory. All test cases passed.
