While the WTP TCP/IP monitor is not bundled as a standalone piece of 
functionality it only depends on 
org.eclipse.core.runtime;bundle-version="[3.2.0,4.0.0)",
org.eclipse.ui.ide;bundle-version="[3.2.0,4.0.0)",
org.eclipse.ui;bundle-version="[3.2.0,4.0.0)"
from the Eclipse platform so there's no reason why you can't take the monitor 
(org.eclipse.wst.internet.monitor.core and org.eclipse.wst.internet.monitor.ui) 
and use it separately from the rest of WTP.
